During more affluent times certain companies were bringing poles over to work for them is this questionable?

i remember bus companies for eg who were employing abroad to fill vacancies and paying airfares etc for poles to come and work here for them , is this questionable now that there is a shortage of work ?Has the uk been caught with its pants down with regards to economic migration from eastern block countries now that the recession has hit industry ?
